HP-3000 compatibilty feature.

Date formatting.

When the HP-3000 compatibility option is enabled, Kobol will make the format of CURRENT-DATE, WHEN-COMPILED and TIME-OF-DAY compatible with the format on the HP-3000.

CURRENT-DATE will be in 'mm/dd/yy' format.

WHEN-COMPILED will be in 'mm/dd/yy hh:mm:ss' format.

TIME-OF-DAY will be in 'hh:mm:ss' format.
